individuals capable of supervising and maintaining well drilling<br />

operations. Thase individua2.s being displaced were moved into<br />

other training functions such as yard fareman, supervisors,<br />

drivers and nrezhanics. kltk3ugh driver and mechanic functions<br />

appeared to be z demotion, it was an effort to make the drilling<br />

faraman more knowledgeable of averall operations, Many head<br />

drillera, far exaaple, were not able to drive the drilling rigs<br />

nor understand what or how to repair mechanical Eailures, all<br />

Zunctlona an experienced driller should be capable of doing.<br />

At the end of the project, twelve men could be considered<br />

head drillers, and an additional twelve could at least operate<br />

the drilling rig. The number of experienced drilling personnel<br />

wihin the WDA was definitely increased during the life of the<br />

pro j ect .<br />

2*2.4 Civil Works Constructors<br />

Civil works construction was turned over to the BRADP and<br />

CROP projects shortly after the commencement oF the extension<br />

period. Prior to this time, the consultant provided a civil<br />

engineer who worked with a civil engineer from WDA, and a staff<br />

of technical, skilled, and unskilled workers. Both classroom<br />

and on-the-job training were proviced in the evaluation, design<br />

and construction pertaining to springs, cisterns, wars<br />

(rese-rvoi~s) , storage tanks, wateri?=j troughs, and distribution<br />

systems, Training cavered all aspects from site evaluation and<br />

surveying through block making and construction. Altbough<br />

relieved of duties witk this project, these trained individuals<br />

are contintllng their work with the WDA.<br />

2.2.5 Pump Instaffers<br />

Original clzasroom training for pump installers covered a<br />

broad range oZ topics that included discussions of aquifers,<br />

puap selection, pump controls, generators, and pump repair.<br />

Training in these subjects was ~resented by the consultantts<br />

staff, consisting of a purnp instalier, electrician. and a senior<br />

hydrogeologist.<br />

After the arrfvzl of hand pumps and diesel pumps in 1933,<br />

those individ-~als assigned to wozk as pump installers were given<br />

continuous OJT. This inclgbed training on instaliation, repair,<br />

and pup testing. By the end of the project, two crews were<br />

established that could operate relatively independently of<br />

consultant supervision. They were able to construct the<br />

concrete pump base, set ssbmersible pumps for testing, and<br />

install Mono aiesei and hand punps.
