6.3. WDAgs Future Role<br />
The following proposal is based upon the assumption that<br />
nany of the present activities of the WDA will be transfarred to<br />
the private sector over a tan year period. It is based upon<br />
"Option Hw of the Policy Options Paper presented to the<br />
Government of Somalia by the contractor in April 1385 (LBII,<br />
1985). This proposes that H...WDA?s role is reoriented by<br />
artailing drilling and civil works fucctions and by focusing<br />
agency actirrity on exploration, private sector contracting,<br />
public utility regulation, and emergency operationsw.<br />
More specifically, this plan propases a gradual<br />
t-eetructuring of tPe industry. This will begin with the<br />
subcontracting of operation and maintenance functions to the<br />
private sector. In a similar manner, cl~ll works construction<br />
and drilling operations, for all but exploratory drilling, will<br />
also be subcontracted. A methodology for transferring well<br />
ownership from the WDA to local comn.unitkes will be implemented<br />
when the operations are able to he cor,ducted by the private<br />
sector. The WDA1s role will then became that of administrator,<br />
to issue permits and register water supply ownership.<br />
fn its role as regulator of water resources, the WDA will.<br />
be responsible for establishing construction standards and for<br />
lo~naging water resource development- The WDA will continue to<br />
be responsible for exploratory drillixg, and for productiol<br />
drilling in emergeccy situations.<br />
In the initial stages, the Tv'DA will be responsible for the<br />
szbcoatracting of maintenance, and of drilling, to the private<br />
sector. Eventually, contracting is expected to be directly<br />
between the iaplementing agency, the community, the ministry, or<br />
the project, requiring the well, and the drilling contractor.<br />
The WDA!s role in contracting at thir. time w ill be as regulator<br />
of well Location and well construction. It w ill also need to<br />
develop the urganisatfonaf capability to monitor these standards<br />
to ensure that the regulations are being enforced.<br />
WDRts atbeh mafor role will continue to be that of advisor<br />
to the guvernmezt on all aspects of water resource development.<br />
subject to a redefinition of WDA'r relationship to the WDC, its<br />
hydrogeology section will be the national resource for this<br />
expertise. Its planning, nonitoring and evaluation capabilities<br />
will require considerable enhancement: detailec? plans for the<br />
futare development af the Planning Gnit, upon which much of this<br />
responsibility will rest, are given in Section 2.3 of this<br />
report.
