the work repired of the HDA is detemi~ed by otaer ministries.<br />

In many regions of the cou~tr)-, these ministries are the<br />

Hinistries of Agriculture, Livestock Devel~pnent, and Interior.<br />

In other areas, the $'ministriesn are the semi-autononous<br />

"integrzted rural de~elopment*~ pro3 erts. The extent to which<br />

the WC-!EW?-WDA structure is called zpoz to dsvelop a national<br />

water deveiogxzent plan has jeen severely- curtailed, and the<br />

zztczc~y of % h A with regard to overall water resource<br />

planning is alzost nan-existezt.<br />

The %=A is already better described as a ''service agencyH,<br />

providing se,rvices to other agencies of the gavernment as<br />

required. - An tens of creating new water sources, it is<br />

reqdired only to advise on hydrogealogical ?ssues, and Lo carry<br />

out the actual construction ard developnent of water sources.<br />

%he function of site seiecticn is largely out of the WDAfs<br />

hands. it is, however, st411 left with a formidable set of<br />
