ever the next ten years, and the gradual restructuring of the<br />

organisation th~t will be necessary to fulfill this role. The<br />

proposal draws upon the lessons leaxned during the<br />

implementation of the CSDP, upon the conclusions and<br />

recommendations of the Study of ?rivate Sectas Participation in<br />

Somalia's Water Resource Development Industry carried out by<br />

LBII (Section 5,0), and upon the many invaluable discussions<br />

held by project staff with WDA, MHWl, and other GDRS employees.<br />

Hany of the difficulties currently faced by the WDA derive<br />

from its confused role within the water resource planning<br />

efforts of the GDRS, a role which has been changing slowly since<br />

the t ime WDA was first established in 1971. These changes are<br />

discussed in the context of the widespread re-evaluation of the<br />

various approaches to development that have taken place in the<br />

last decade. They have occurred largely outside the control of<br />

WDA, yet they have radically altered WDA's ability to fulfill<br />

its original objectives. This also applies, to some extent, to<br />

the roles of the National Water Committee (NWC) and the Ministry<br />

of Minerals and Water Resources (WWR).<br />

Fallowing this necessary reassessment of the current<br />

situation, the praposal argues for the implementation of a move<br />

to greater privatization within the water industry in Somalia<br />

over the next ten years, and discusses the changing role of WDA<br />

which will accordingly be required.<br />

6.1. Changes in the Approach to Development<br />

Concepts of the structure of government, of development<br />

projects, and even ~f the basic approach to science and<br />

technology, have radically changed in recent years. Some of<br />

this rethinking can be traced back to the early <strong>part</strong> of this<br />

century, but much more, <strong>part</strong>icularly that concerned with<br />

developmental changes in society, has only begun to have an<br />

impact over the last ten or twenty years.<br />

The changes in approach can be characterized by a move from<br />

reductionist to systams theory, from the cause-and-effect<br />

approach to the environmental systems approach. As ft affects<br />

the structure of government, the design of development projects,<br />

and the role of WDA in water resource development in Somalia,<br />

the reduetionist cause-and-effect approach can be expressed as<br />

shown in Figure 2.5.1. Within this structure, water development<br />

is an independent sector within the overall government<br />

administration, as are, for example, the health, agriculture,
