Phase one, W e l l Rehabilitation and ~sintenance, outlines<br />

the steps required to upgrade the numerous existing,<br />

non-operating wells throughout Somalia by involvement of the<br />

private sector* The action components and technical assistance<br />

requirements are carefully detailed.<br />

Phase two, Water Security Role for Somali Private Sector,<br />

discusses the role the private sector would take in water<br />

development during emergency situations, The action components<br />

of this phase employ "Option FM, as discussed in the Policy<br />

optidns Paper of April, 1985.<br />

Phase three, Reoriented WDA Role, discusses the major<br />

reorientation of WDA's role as a parastataf rural water well<br />

drilling and regulating agency, It recommends that WDA<br />

concentrate on the following five functions:<br />

(1) Contracting with the Somali private sector for well<br />

operation and maintenance, drilling and construction,<br />

an? provisio~ of related inputs,<br />

(2) Research and planning for rural water resource<br />

development in Somalia,<br />

(3)<br />

Public utility regulation of water prices and service,<br />

(4) Exploratory and emergency drilling, and<br />

(5) operation of selected wells and water systems.<br />

Section XI1 of the report provides the documentation that<br />

supports the need for greater private sector <strong>part</strong>icipation. The<br />

current and future water needs of Somalia are examined, and the<br />

capabilities of, and constraints upon, the private sector are<br />

described,<br />

Perhaps one of the major products of the study of private<br />

sector <strong>part</strong>icigetion in Somalia's water resource development<br />

industry was the formulation of a water industry systems model<br />

(WISyMS). This model was designed to provide an integrated<br />

analysis of the reiztionship between water consumers, water<br />

suppiy structures, and inputs to the uater industry. Although<br />

WISyMS was designed as a tool for comprehensive sectoral<br />

analysis for a private sector project, the analyses performed by<br />

WISyXS are applicable to any water development planning<br />

strategy. The structure an? applications of this model are<br />

described in an appendix, wich ten annexes, to the main body of<br />

the report on private sector <strong>part</strong>icipation.<br />

The material in this final report on private sector<br />

<strong>part</strong>icipation is too voluminous for inclusion in this report;
