5.0 PRIVATE SECTOR<br />
In recognition of the constraints sn the economic<br />
development of Somalia caused by lack of water resource<br />
development, USAID. in granting the extension of the CGDP,<br />
required that a special study be conducted to evaluate the<br />
existing and potential involvement of the private sector in the<br />
water industry. This study, referred ro as the "private sector<br />
studytc, was divided into four phases. These four phases, as set<br />
forth in tk Znceptim Report, were:<br />
Phase 1 Planning and Reconnaisance<br />
Phase If fnfomz%ian Gathering<br />
Phase XI1 Analysis<br />
Phase IV Recomeridations and Report<br />
Phase 1 was essentially coapleted with the submfssion of<br />
the Inception Report in January 1985. Phase 11 was initiated in<br />
the LBII Washington offices and continued with the arrival of<br />
the study team in Mogadishu. In Mogadishu, two sub-contractors,<br />
Geomatec and MAM Brothers, were retained to assist in the<br />
infornation gathering exercise.<br />
Conceptual models of potential options were formulated<br />
during the data gathering period, and formalized upon completion<br />
of Phase 11. ?olicy options were developed and circulated to<br />
WDA, USAID, and CGDP team nenbers for comment in April 1985.<br />
An excutive summary of recommendations was prepared in<br />
anticipation of a seminar, to be held in Mogadishu, prior to the<br />
preparation of final recommendations and a final report.<br />
Vnfortunately, the seminar was cancelled, but the study team met<br />
with key individuals of W M, and USAID, to review their initial<br />
recommendations.<br />
A three volume final report, entitled "Study of private<br />
Sector Participation i~ Som~lia~s Water Resource Dev~lopment<br />
Industryt#, was completed in Februarv, 1986. The report is<br />
organized in three sections. Section I provides an introduction<br />
and overview of the study; Sectlon II explains the three phases<br />
of the recom~ended program; Section 131 discusses the need for<br />
private sector <strong>part</strong>icipation in the water resource development<br />
industry.<br />
section I is self expianarory. Section I1 of tie report,<br />
the consulta~t's recommended program, contains the main thrust<br />
of the study. Each of the three phases described in Section I1<br />
are presented in the logical seqdence of steps that would be<br />
required to strengthen the water resource development capability<br />
of ~omalia.
