From data collected at Bay Region we31 sites, these<br />
population estimates appear reasonable. The other major<br />
question relating to these assumpticns concerns whether the cost<br />
of this water could be reasonably borne by a rural community.<br />
Assuming a total daily cansumption of 96 cubic meters far<br />
240 days each year gives an annual consumption of 23,040 cubic<br />
meters per year. At a cost of So.Sh.13 per cubic meter, this<br />
represents a total annual bill to the community of<br />
So.Sh.414,720. Shared among a community of 1,360 people, this<br />
equates to So.Sh.305 per head of population, or approximately<br />
So.Sh.1,500 per household of five persons. This represents the<br />
approximate selling price of two goats.<br />
4.3.0.3. Water Pricing and Cost Recovery<br />
The final analysis, shown in Tables 2.4.22 and 2.4.23,<br />
computes the price for water which would need to be charged if<br />
it were the policy of the Government of Somalia to ensure that<br />
revenues covered the cast of annual operation and maintenance.<br />
A WDA overhead of 40% has been included as in previous<br />
calcufations, and diesel fuel is c~sted at the "border priceg@ of<br />
U.S.SO.39 per liter, The necessary prices per cubic meter are<br />
almost So.Sh,lS for the Bay Region and aver So.Sh.19 for the<br />
Central Range-<br />
Using the local Mogadishu price for diesel of So.Sh.18<br />
(U,S.$0,22) per Ifter, the necessary selling price is reduced to<br />
So.Sh.l2 for the Bay Region, and So.Sh.16 for the Central Range,<br />
At the present time, it is the policy of the government to<br />
maintain a uniforn price thr~ugh~ut the country, so that this<br />
would fall samewhere between these two sets of figures.<br />
