truck is assumed to be able to make only one delivery each day<br />

an average, and the driver and assistant are paid per diems.<br />

Actual WDA wage rates for the pump operator and assistant<br />

are asswed, rather than the higher rates paid to Preject staff.<br />

This apparent inconsistency reflects the nature af the work<br />

involved fn pump operation. Though technically employees sf<br />

WDA, these staff are usually from the local cormnunity. Their<br />

duties are carried out in consultation with the community, and<br />

their positions are as much social as cfficial.<br />

4-2.3. Routine Maintenance<br />

For a diesel-driven pun?, the operations and maintenance<br />

manual prescribes levels of routine maintenance to be carried<br />

out after every 250 as,d 1,000 houks of operation, Certain of<br />

t.ese duties can be undertaken by trained pump operators. In<br />

the dry season, 250 hours represents one month of operation, but<br />

it is realistically assuned that WDA does not at present have<br />

the resources necessary to visit each site each month far eight<br />

months of the year. An average year of operation computes to a<br />

total of 1,920 hours, Allowing for emergency visits in the case<br />

of breakdown, an average of four visits to each site during the<br />

course of the year is assumed for a diesel pump, Two visits<br />

each year are reqiired for routine maintenance of a<br />

hand-operated punp.<br />

A two-man maintenance crew travelling in a light truck are<br />

csnsidered capable of carryinq out this work. With the payment<br />

of per diems, they are assumed to be able to service three sites<br />

ir the Bay Region each day, and one site each day in the Central<br />

Range.<br />

The annual cost of spare <strong>part</strong>s required for routine<br />

maintenance and emergency repairs is estimated to be 1% of the<br />

ariginai cost of the complete pump assercbly. For a pup<br />

equipped with a diesel engine, the figure of $152 approximately<br />

represents the relacesent of fuel, air, and oil filters, and an<br />

oil change, four times ezch year. Given the sandy conditions at<br />

mast sites, this frequency is reccmended.<br />

4-2-4. Major Overhaul<br />

A major overhaul of the borehole, pump, and where<br />

applicable, diesel engine, is considered to be necessary every<br />

three years. A fully equipped pump crew is required to conduct<br />

this work which invoives xeaoval of the pump from the borehole,<br />
