The sociaeca~omic and devefop~ent contexts in the Central<br />

3anqelands axe significantly different from those found in the<br />

Bay Region. Population density is saaller, the number of<br />

andmala per househoid is much larger (about ten times greater)<br />

and the principle mods of production is pastoral. The KRA and<br />

the CRDP have a strong infomal education-extension program<br />

wl~icb focusc:s on the creation of Range and Livestock<br />

Associations rR-ILA%s) at the deegan Zevel. The major issues in<br />

this region are:<br />

(1) The <strong>part</strong>icipation of the RIA'S in the drilling,<br />

construction, and nanzgexent, of the water development<br />

program, and,<br />

The Snrtitacional support zvailable to promote and sustain<br />

their <strong>part</strong>fcipatian once the system is canstructed.<br />

The R u g s are still new organizations and while they are<br />

based on social and geographical conditions, they are composed<br />

af many groups sgrezd out over a large area. Because the<br />

managenent of a diesel powered pump and civil works is somewhat<br />

camplex, and has a high p-tential %or generating conflict, a<br />

serious question renalns as to the the appropriateness of local<br />

control of there system by the enbryunic RIA'S. Additional<br />

long terra research is needed 20 adapt the CAPF to extension<br />

activities in t5e CRL, <strong>part</strong>iculnrly in regard to the role of<br />

RIA'S in water rn3Eagemm.t.
