me first Annu.al Well Site Evaluation is conducted 12-15<br />

monxhs after the water system is fully operational and on a<br />

yea~ly basis thereafter. In addition to the annual evaluations,<br />

the Planning Unit should schedule an in-depth impact evaluation<br />

three to five years after the wells have been in operation. It<br />

will be based on an analysis cf the annual evaluation results<br />

and focus on key policy and program plannhg issues.<br />

3.6. The L-naiysis and Use of Monitoring and Evaluation Surveys<br />

The results of the monitoring arA evaluation surveys will<br />

be analyzed in relction tc a wide range o technical and<br />

organxzational issues, Several of the key i~sces, and their<br />

relationship to program decisions, are discussed in Section 3.8,<br />

whizh describes and analyzes the data from an evaluation<br />

conducted at a sample of well sites.<br />

3.6.1. Technical Operations, Maintenance znd Costs<br />

Infomation on %he quality of the civil works and their<br />

appropriateness to utilization pattarns b-ill be used to make<br />

necesszry technical changes in the type and size of material<br />

components, and in the desiqk of tie water distribution system.<br />

This has already occurred duricg the pilot testing of the Well<br />

Site Monitorin$ Fonn and has led to sevecal significant changes<br />

in the design of water distribution points.<br />

The identification cf factors which contribute to affective<br />

and efcicient well operations will be provided through periodic<br />

~+canomic analyses and will rover a wide range of socioeconomic<br />

and technical factors. They incl~de the scope and effectivenes~<br />

of water management activities, user demand and pump<br />

naintenance. The data will also pernit preliminary economic<br />

analyses of well ~peretions~ Early identification of<br />

significant factors wili have imedfate implications for water<br />

developnent plans.<br />

The monitoring and evaluation reports will increase<br />

information flow between villages and regional and national WDA<br />

offices. This shoul? result in a more rapid resolution of<br />

fogistical difficcltles, and solution of maintenance and repair<br />

problems before they become serious.<br />

This will include a description of the changes in the<br />

patterns af water us& that kzve occurred since the well was<br />

cozstructed. The focus is on the znzlysis of time saved by<br />

indSviduals and fanilies znd how it is being used in other<br />

activities. canparisons .,:ill be mede af changes within and<br />

between co~munities.
