Introduction
How this directory can help you
It is most likely to be used by professionals
and volunteers to help victims or witnesses
of hate incidents and hate crimes. Many of
the organisations listed either operate only
in this area, or have local branches or
contacts. Other organisations are nearby,
in neighbouring areas or in London,
Greater London or Essex. If local
organisations are not available, we list
details of national groups, many of which
have free helplines.
A typical entry lists the organisation’s
name, their basic service, target group
including age, referral information,
helpline and operational times, address,
and contact details. Each organisation
has its own policies and procedures
about issues such as confidentiality.
It is best to confirm these with the
organisation when making contact.
Introduction
03
While we have tried to include all relevant
agencies, some may have been missed.
If you want to recommend a service for
us to include in the next edition please
contact the council on 0208 215 3000.
We will of course endeavour to update
the directory regularly.
While we have checked the services on
offer by agencies listed in this directory,
the London Borough of Barking and
Dagenham cannot be held responsible for
services offered by external organisations.
Hate crime directory of services
Useful information about hate incidents and hate crime
04
Useful information about
hate incidents and hate crimes
What are hate incidents?
These are incidents where an offender
targets a victim because they dislike their
apparent race, faith, sexual orientation,
gender, disability or age. The result is
that individuals or groups are attacked
because the perpetrator is either
motivated by hatred for their group or
exploits a vulnerability that they think
that person has.
A victim of a hate incident doesn't have to
be a member of a minority community or
someone generally considered vulnerable
– anyone can be a victim of a hate crime,
and everyone is equally protected.
Hate incidents affect hundreds of
residents every year – they shatter lives
and crush confidence. We want Barking
and Dagenham to be a borough where
everyone feels safe and secure, and
where all agencies respond effectively
and quickly when hate incidents happen.
Hate incidents are deemed to be
motivated by hate if the victim believes that
they were motivated by hate or prejudice.
The difference between a hate
incident and hate crime
All hate crimes are hate incidents.
However when the police investigate
reports some hate incidents may not
constitute a criminal offence because
there is not enough evidence.
Hate incident
Any incident, which may or may not
constitute a criminal offence, which is
perceived by the victim or any other
person, as being motivated by
prejudice or hate.
Hate crime
Any hate incident, which constitutes a
criminal offence, perceived by the victim
or any other person, as being motivated
by prejudice or hate.
Why report hate incidents and
hate crimes?
There are important reasons to report
incidents, even without passing this
information onto the police.
If you report to the Council, we will not
share information with the police without
your consent. The only exception would be
if we were legally obliged to, for example if
a child or someone else was at risk.
Even without passing this information on,
it is important to monitor the type and
extent of these incidents and use this
information towards providing better
services for people who live, visit, work
or study within the London Borough of
Barking and Dagenham.
We may be able to identify ‘hotspots’ and
warn members of the community
to be vigilant in areas where incidents
are happening. Even if you do not see
the person’s face, one small piece of
evidence, like the time and place of the
incident, might tie in with other reports.
Ultimately, people who come forward
and speak out about this are the key
to stopping it happening again.
Witness reporting
Research suggests that one in four
people ignore hate crime if they see it.
However, witnesses can provide valuable
information about incidents that can
help a victim to get a successful
outcome. We have designed our hate
reporting scheme to be suitable for
people who witness an incident to use.
Even the smallest detail could prove to
be the missing piece of a jigsaw.
What should you do following
an incident?
If you become a victim of an incident,
you should immediately:
• Call 999 for the police, and/or
an ambulance
• Get medical attention for any injuries
as soon as possible
• Take photographs of any physical
injuries, damage to property or
belongings, for use as evidence
• Take details of any witnesses
• Report it as soon after the incident as
is possible – you can do this in the
ways outlined under ‘How do I report’
(p.6)
• If the police come to the scene, get the
officers’ names and shoulder numbers
so you can reach them if you
remember something else or
something happens again. When you
report it, make sure you say why you
think it is a hate incident – if you can
be explicit about why you think you
have been targeted
• Write down all the details of the
incident as soon as you can including
descriptions of the perpetrator(s), their
clothes, any distinguishing marks, any
nearby vehicles or witnesses, and
anything they said
• Keep any evidence safe, such as
clothing, photographs, letters or text
messages. If the perpetrator may have
left fingerprints somewhere do not
touch the area, let the police know.

Keeping safe
In an emergency you should
always contact the police on 999.
Street Safety
• Take note of your surroundings
• Avoid conflict
• Appear confident
• Stay with others
• If you think there is danger, cross the
street, change direction or get a
licensed taxi
• Try to avoid unlit or isolated areas
at night
• Avoid displaying valuables on
your person
• Avoid the distraction of talking on
your phone or listening to music
Criminal injuries
If you have experienced a violent crime,
you may be entitled to compensation. For
further details on this you should visit the
Criminal Injuries Compensation Authority
(CICA) at www.cica.gov.uk.
Confidentiality
If you choose to report an incident to
the Council, we will ask you if you want
us to share your name and address with
the police. The police will only contact
you if you have given your permission
for them to do so. There may be some
circumstances where, because of a
serious risk to others, we would be
legally required to share information
with the police without your consent.
However wherever possible this
decision would always be discussed
with you.
Extra support
Your council specialist officer will be able
to refer you to local services that offer
support, advice and information.
How do I report hate incidents
in Barking and Dagenham?
As either a victim or a witness of a hate
incident you can report it in the
following ways:
• You can report directly to the local police
• You can phone the Stop Hate Crime
24Hour Helpline on 0800 138 1625.
Helpline staff can then forward your
report to the relevant local agency
• You can report to the Council online,
by phone to Barking and Dagenham
Direct or in person to a front desk
member of staff for example One
Stop Shop
• You can report to our third party
reporting sites (p.7) which are:
Victim Support Barking and
Dagenham; CARESS; Racial Equality
Project in Barking and Dagenham.
The Council’s timescales
for action:
Immediate
We will take the initial report. At this
point you would be asked whether you
wish for your report to be passed to the
police for investigation. The report will be
immediately sent by email or fax to the
Council for action.
One working day
If you have given permission for your
report to go to the police, the Council will
advise the police within one working day,
where it will be investigated by the
specialist Community Safety Unit. The
Council will also allocate your case to one
of our trained council officers who will be
your main contact. Where it is safe to do
so, we will write to you the same day with
the officer’s contact details.
Third working day
Where safe, your named officer will
contact you by phone to talk to you in
more detail about your experience. They
will ask you some questions to identify
any particular risks that you may be facing
and, based on this information, explain
some of the possible options to consider.
Where we think there is a serious risk
or you need the help of more than one
organisation, we may talk to other agencies
about your case. We will call this meeting
within seven days.
14 working days
The Council will phone you to check you
are happy with the service and check you
have not experienced any further
incidents.
We are interested in your views
We want to know what you think about
our services. Any comments you give us
will help us to improve our service and
perhaps develop new ways of dealing
with hate incidents. You can get in touch
via the “Tell us” section on the Council
website www.lbbd.gov.uk, by calling the
‘Tell us’ hotline on 020 8215 3012,
Third party reporting
We recognise that some people are
fearful of approaching the police directly.
Third party reporting is an important way
to overcome this. Until recently, a victim
of hate incident had to report directly to
the police for the incident to be
recognised and action taken. Third party
reporting changes this.
There are three other organisations in
Barking and Dagenham where you can
make reports if you do not feel comfortable
reporting to the Council or the police
directly. These are:
Victim Support
Barking and Dagenham
020 8595 4455
Racial Equality Project
020 8526 8200
CARESS Care in East London & Essex
020 8220 0112
When you make a report to any of these
organisations they can then pass the
information to the police on your behalf.
The police are required to act on this as
if they had received the report directly
from you.

Antisocial Behaviour Team
Antisocial behaviour can cover many things and can
mean different things to different people. Sometimes
it can be a serious and criminal act, such as drug
dealing racial harassment or physical violence.
However, it can also include loud music, barking
dogs, litter, verbal abuse and vandalism, which could
affect your quality of life. In general, antisocial
behaviour takes place when the behaviour of one
individual, a group of people or a family, seriously
affects the quality of life of others. This team knows
that this type of behaviour is committed by a few
people but that it can affect the lives of many, and
because of this take it very seriously and have a
range of options available to tackle it successfully.
GMFA – the gay men’s health charity
GMFA was established in 1992 and is the UK’s
leading charity dedicated to gay men’s health.
GMFA’s mission is to improve gay men’s health by
increasing the control they have over their own lives.
We believe that the best health promotion for gay
men comes from gay men themselves, and so we
use the knowledge and ideas of our 170 volunteers
(most of them gay men) to design and plan our
sexual health interventions.
GMFA have received international acclaim for
their Sex and Sexual Health website
(www.gmfa.org.uk/sex). Their other websites include:
• A detailed listing of sexual health services
available for gay men in London
(www.gmfa.org.uk/londonservices)
• An information resource for HIV positive gay men
(www.gmfa.org.uk/positive).
• A guide to gay sports and social groups in
London (www.gmfa.org.uk/theguide).
• All their sites can be accessed at www.gmfa.org.uk.
Annually, they deliver 1000 hours of free group
work to educate gay men in safer sex, and over the
last f14 years have provided courses for over 10,000
gay men. They currently provide a range of group
work interventions in London and across England
and Wales.
Yearly they deliver three new mass media campaigns
in the gay press to disseminate up to date
information regarding HIV and STIs to the gay male
community. In addition to this they distribute their
own health magazine, FS, free to London’s gay bars
and clubs to further educate gay men about
relationships, their bodies, general health and STIs.
GMFA also create sexual health interventions
specifically for black gay men in London.
