How this directory can help you<br />

It is most likely to be used by pr<strong>of</strong>essionals<br />

and volunteers to help victims or witnesses<br />

<strong>of</strong> hate incidents and hate <strong>crime</strong>s. Many <strong>of</strong><br />

the organisations listed either operate only<br />

in this area, or have local branches or<br />

contacts. Other organisations are nearby,<br />

in neighbouring areas or in London,<br />

Greater London or Essex. If local<br />

organisations are not available, we list<br />

details <strong>of</strong> national groups, many <strong>of</strong> which<br />

have free helplines.<br />

A typical entry lists the organisation’s<br />

name, their basic service, target group<br />

including age, referral information,<br />

helpline and operational times, address,<br />

and contact details. Each organisation<br />

has its own policies and procedures<br />

about issues such as confidentiality.<br />

It is best to confirm these with the<br />

What are hate incidents?<br />

These are incidents where an <strong>of</strong>fender<br />

targets a victim because they dislike their<br />

apparent race, faith, sexual orientation,<br />

gender, disability or age. The result is<br />

that individuals or groups are attacked<br />

because the perpetrator is either<br />

motivated by hatred for their group or<br />

exploits a vulnerability that they think<br />

that person has.<br />

A victim <strong>of</strong> a hate incident doesn't have to<br />

be a member <strong>of</strong> a minority community or<br />

someone generally considered vulnerable<br />

– anyone can be a victim <strong>of</strong> a hate <strong>crime</strong>,<br />

and everyone is equally protected.<br />

<strong>Hate</strong> incidents affect hundreds <strong>of</strong><br />

residents every year – they shatter lives<br />

and crush confidence. We want <strong>Barking</strong><br />

and <strong>Dagenham</strong> to be a borough where<br />

everyone feels safe and secure, and<br />

where all agencies respond effectively<br />

and quickly when hate incidents happen.<br />

<strong>Hate</strong> incidents are deemed to be<br />

motivated by hate if the victim believes that<br />

they were motivated by hate or prejudice.<br />

The difference between a hate<br />

incident and hate <strong>crime</strong><br />

All hate <strong>crime</strong>s are hate incidents.<br />

However when the police investigate<br />

reports some hate incidents may not<br />

constitute a criminal <strong>of</strong>fence because<br />

there is not enough evidence.<br />

<strong>Hate</strong> incident<br />

Any incident, which may or may not<br />

constitute a criminal <strong>of</strong>fence, which is<br />

perceived by the victim or any other<br />

person, as being motivated by<br />

prejudice or hate.<br />

<strong>Hate</strong> <strong>crime</strong><br />

Any hate incident, which constitutes a<br />

criminal <strong>of</strong>fence, perceived by the victim<br />

or any other person, as being motivated<br />

by prejudice or hate.


Why report hate incidents and<br />

hate <strong>crime</strong>s?<br />

There are important reasons to report<br />

incidents, even without passing this<br />

information onto the police.<br />

If you report to the Council, we will not<br />

share information with the police without<br />

your consent. The only exception would be<br />

if we were legally obliged to, for example if<br />

a child or someone else was at risk.<br />

Even without passing this information on,<br />

it is important to monitor the type and<br />

extent <strong>of</strong> these incidents and use this<br />

information towards providing better<br />

<strong>services</strong> for people who live, visit, work<br />

or study within the London Borough <strong>of</strong><br />

<strong>Barking</strong> and <strong>Dagenham</strong>.<br />

We may be able to identify ‘hotspots’ and<br />

warn members <strong>of</strong> the community<br />

to be vigilant in areas where incidents<br />

are happening. Even if you do not see<br />

the person’s face, one small piece <strong>of</strong><br />

evidence, like the time and place <strong>of</strong> the<br />

incident, might tie in with other reports.<br />

Ultimately, people who come forward<br />

and speak out about this are the key<br />

to stopping it happening again.<br />

Witness reporting<br />

Research suggests that one in four<br />

people ignore hate <strong>crime</strong> if they see it.<br />

However, witnesses can provide valuable<br />

information about incidents that can<br />

help a victim to get a successful<br />

outcome. We have designed our hate<br />

reporting scheme to be suitable for<br />

people who witness an incident to use.<br />

Even the smallest detail could prove to<br />

be the missing piece <strong>of</strong> a jigsaw.<br />

What should you do following<br />

an incident?<br />

If you become a victim <strong>of</strong> an incident,<br />

you should immediately:<br />

• Call 999 for the police, and/or<br />

an ambulance<br />

• Get medical attention for any injuries<br />

as soon as possible<br />

• Take photographs <strong>of</strong> any physical<br />

injuries, damage to property or<br />

belongings, for use as evidence<br />

• Take details <strong>of</strong> any witnesses<br />

• Report it as soon after the incident as<br />

is possible – you can do this in the<br />

ways outlined under ‘How do I report’<br />

(p.6)<br />

• If the police come to the scene, get the<br />

<strong>of</strong>ficers’ names and shoulder numbers<br />

so you can reach them if you<br />

remember something else or<br />

something happens again. When you<br />

report it, make sure you say why you<br />

think it is a hate incident – if you can<br />

be explicit about why you think you<br />

have been targeted<br />

• Write down all the details <strong>of</strong> the<br />

incident as soon as you can including<br />

descriptions <strong>of</strong> the perpetrator(s), their<br />

clothes, any distinguishing marks, any<br />

nearby vehicles or witnesses, and<br />

anything they said<br />

• Keep any evidence safe, such as<br />

clothing, photographs, letters or text<br />

messages. If the perpetrator may have<br />

left fingerprints somewhere do not<br />

touch the area, let the police know.

Keeping safe<br />

In an emergency you should<br />

always contact the police on 999.<br />

Street Safety<br />

• Take note <strong>of</strong> your surroundings<br />

• Avoid conflict<br />

• Appear confident<br />

• Stay with others<br />

• If you think there is danger, cross the<br />

street, change direction or get a<br />

licensed taxi<br />

• Try to avoid unlit or isolated areas<br />

at night<br />

• Avoid displaying valuables on<br />

your person<br />

• Avoid the distraction <strong>of</strong> talking on<br />

your phone or listening to music<br />

Criminal injuries<br />

If you have experienced a violent <strong>crime</strong>,<br />

you may be entitled to compensation. For<br />

further details on this you should visit the<br />

Criminal Injuries Compensation Authority<br />

(CICA) at www.cica.gov.uk.<br />

Confidentiality<br />

If you choose to report an incident to<br />

the Council, we will ask you if you want<br />

us to share your name and address with<br />

the police. The police will only contact<br />

you if you have given your permission<br />

for them to do so. There may be some<br />

circumstances where, because <strong>of</strong> a<br />

serious risk to others, we would be<br />

legally required to share information<br />

with the police without your consent.<br />

However wherever possible this<br />

decision would always be discussed<br />

with you.<br />

Extra support<br />

Your council specialist <strong>of</strong>ficer will be able<br />

to refer you to local <strong>services</strong> that <strong>of</strong>fer<br />

support, advice and information.<br />

How do I report hate incidents<br />

in <strong>Barking</strong> and <strong>Dagenham</strong>?<br />

As either a victim or a witness <strong>of</strong> a hate<br />

incident you can report it in the<br />

following ways:<br />

• You can report directly to the local police<br />

• You can phone the Stop <strong>Hate</strong> Crime<br />

24­Hour Helpline on 0800 138 1625.<br />

Helpline staff can then forward your<br />

report to the relevant local agency<br />

• You can report to the Council online,<br />

by phone to <strong>Barking</strong> and <strong>Dagenham</strong><br />

Direct or in person to a front desk<br />

member <strong>of</strong> staff for example One<br />

Stop Shop<br />

• You can report to our third party<br />

reporting sites (p.7) which are:<br />

Victim Support <strong>Barking</strong> and<br />

<strong>Dagenham</strong>; CARESS; Racial Equality<br />

Project in <strong>Barking</strong> and <strong>Dagenham</strong>.<br />

The Council’s timescales<br />

for action:<br />

Immediate<br />

We will take the initial report. At this<br />

point you would be asked whether you<br />

wish for your report to be passed to the<br />

police for investigation. The report will be<br />

immediately sent by email or fax to the<br />

Council for action.


One working day<br />

If you have given permission for your<br />

report to go to the police, the Council will<br />

advise the police within one working day,<br />

where it will be investigated by the<br />

specialist Community Safety Unit. The<br />

Council will also allocate your case to one<br />

<strong>of</strong> our trained council <strong>of</strong>ficers who will be<br />

your main contact. Where it is safe to do<br />

so, we will write to you the same day with<br />

the <strong>of</strong>ficer’s contact details.<br />

Third working day<br />

Where safe, your named <strong>of</strong>ficer will<br />

contact you by phone to talk to you in<br />

more detail about your experience. They<br />

will ask you some questions to identify<br />

any particular risks that you may be facing<br />

and, based on this information, explain<br />

some <strong>of</strong> the possible options to consider.<br />

Where we think there is a serious risk<br />

or you need the help <strong>of</strong> more than one<br />

organisation, we may talk to other agencies<br />

about your case. We will call this meeting<br />

within seven days.<br />

14 working days<br />

The Council will phone you to check you<br />

are happy with the service and check you<br />

have not experienced any further<br />

incidents.<br />

We are interested in your views<br />

We want to know what you think about<br />

our <strong>services</strong>. Any comments you give us<br />

will help us to improve our service and<br />

perhaps develop new ways <strong>of</strong> dealing<br />

with hate incidents. You can get in touch<br />

Third party reporting<br />

We recognise that some people are<br />

fearful <strong>of</strong> approaching the police directly.<br />

Third party reporting is an important way<br />

to overcome this. Until recently, a victim<br />

<strong>of</strong> hate incident had to report directly to<br />

the police for the incident to be<br />

recognised and action taken. Third party<br />

reporting changes this.<br />
