<strong>Biological</strong> <strong>Control</strong> <strong>Lab</strong><strong>Project</strong> <strong>Based</strong> <strong>Proposals</strong> <strong>by</strong> <strong>Public</strong> <strong>Sector</strong> under NHM(<strong>Project</strong> should be Development oriented and not Research Oriented).Estimated cost is Rs. 80.00 lakhs available as one time grant-in-aid under NHM.which includes cost of building at Rs.55.00lakhs ,cost of vehicle at Rs. 5.00 lakhs andcost of equipment at Rs.20.00 lakhs. . However, Building & Vehicle will be consideredonly on case to case basis as these facilities are already existing in the public sectororganizationsBasic information & implementation guide1. Department/ Organization seeking assistance should designate technical experts,lab assistant and office staff exclusively for the project.2. Organization should be registered with the State Government.3. Organization should have required accommodation in the name of organization orperson associated with organization. The organization must have fair track record.4. The project should have distinct identity with clear sign boards and should notbecome part of other facilities of the organization.5. Details of diseases and pests prevalent in the area.6. Pathogens and predators to be multiplied in the lab with clear details of protocolsestablished in each case.7. Source of initial material like Trichogramma Chilonis, Chrysoperla Carnea,Trichoderma, hergianum, Trichoderma viridae, Nuclear Polyhedrosis virus(HaNPV), Pacillomyces spp,Beauveria bassiana.8. Organization must have obtained registration of bio-pesticides to be producedfrom Central Insecticide Board and Registration Committee (CIB & RC) as perInsecticides Act, 1968.9. Quality of products is to be maintained as stipulated in registration of biopesticides.10. <strong>Lab</strong>oratory should be located in an area, which is easily accessible to farmers.11. Organization should provide trainings to farmers/ NGO’s / Women’sOrganization on mass production of bio-agents/ bio-pesticides.12. <strong>Lab</strong>oratory should be self sustaining after the initial grant and a revolving fundneeds to be created out of profit generated form the sale of produce from <strong>Lab</strong>.Accordingly profitability of the unit has to be worked out <strong>by</strong> the organization.13. Financial assistance from Government of India is one time only for purchase oflaboratory equipment. The salary of staff/ laboratory engaged and other recurringexpenditure for operation of laboratory is to be borne <strong>by</strong> the organization itself.14. Equipment should be of standard quality/ ISI marked falling under approved listfor the purpose.15. Approximate cost per unit of pathogen that will be available to farmer has to beworked out alongwith profitability of the project.16. SHM must ensure quality control through regular checks/inspection.


17. Implementation of the project should be monitored through regularchecks/inspection <strong>by</strong> SHM and Central team. Regular reports to be submitted toNHM (New Delhi).18. After due diligence and taking a holistic view of the actual requirements, SHMwill recommend proposal to Central Government with its observations. Mereforwarding of the proposal does not qualify it for sanction of subsidy under NHM.19. Implementing agency to follow proper procedure as per the rules of theorganization for procurement of material/ equipment.20. Implementing agency will strictly adhere to the implementation schedule andsubmit regular progress report to SHM and U.C in prescribed format at the end ofyear or stipulated time period whichever is earlier.21. SHM to ensure release of funds/grant in one installment to implementing agency.Funds to be released through the finance department/ comptroller of the Institute/University for following the financial rules, records and auditing purpose.22. SHM to obtain regular progress and U.C from the implementing agency andsubmit a consolidated report for each component to Central Government.23. Organization has to maintain proper record in stock register of bio-agents/ biopesticidesproduced and sold for auditing purpose.24. Organization has to submit progress report to the Mission Director.25.
