During the course of the deliberations, the following general decisions were takenby the Empowered Committee.i. All SHMs will ensure that projects relating to post harvest management,processing, marketing and development of other infrastructure facilitiesshould have clear cut backward linkages to provide assured market to theproducers. These details shall be part of the project report.ii. In case of projects in public sector, following procedures need to be observedstrictly:a) The economic vialibity of the unit should be worked making it selfsustaining to be implemented on commercial lines.b) Recurring expenditure, if any, has to be borne by the implementinginstitute.c) Institute and SHM will submit certificate stating that required technicalmanpower is available for operating the unit on commercial lines.iii. All SHMs will update the website giving details of expenditure and physicaliv.progress of projects sanctioned under <strong>NHM</strong>.The States will utilize funds from the unspent balance already available withthem and submit audited utilization certificates for the year 2008-09 within 15days and also utilization of funds during current year.v. SHMs shall immediately provide details of year wise projects sanctioned,funds released by <strong>NHM</strong>/SHM, utilized and stage of completion/commercialproduction. In case funds are yet to be released by SHM, the reasons fordelay.vi.vii.The States will submit Annual Reports and success stories under <strong>NHM</strong>immediately.For the credit linked projects, especially post harvest, cold storage, minimalprocessing etc. subsidy will be released in two instalments. First instalmentwill be released by SHM after verifying the location and authenticity ofentrepreneur and second instalment will be released after constituting a teamconsisting of representative from concerned lending Bank, NABARD andState Horticulture Mission, for joint inspection.The Chairman reiterated the need for proper utilization of funds released forvarious projects on time and submission of progress reports and utilizationcertificates to facilitate proper monitoring so as to achieve desired objectives andgoals of the Mission.The meeting ended with a vote of thanks to the Chair.62
