Fromhospitalization <strong>to</strong> medication, gettingsick requires some money forthe cure.***Last week, the PampangaProvincial Board haspassed a resolution thatcalls for the suspension ofthe implementation of exorbitantfees that are rathermore sickening <strong>to</strong> patientsof the Jose B. LingadMemorial Regional Hospital(JBLMRH), a governmenthospital located inthe heart of the City of SanFernando.***The Provincial Boardhas likewise called on forthe determination whetherthe said hospital violatedany law in increasingits fees that adds burden<strong>to</strong> its hapless patients whowould feel more sicklyshould they see the billthey incurred while ontreatment.***The Department ofHealth-Center for Health and Development3 (DOH-CHD3), meanwhile,also created a task force <strong>to</strong>review the billing system and thereported “exorbitant rates” at thesaid hospital. Howcome the public werenot informed about theincrease? This shouldhave not been discoveredif not for the keeneye of the ProvincialBoard in finding outthe increase in the fees.***Ganac said that theJBLMRH is spendingat least P165 millionfor its operational expenseswhile only gettingP42 million fromthe National Government,particularly theDepartment of Health. He wentfurther saying that the basis forthe new rates and charges is in linewith the provisions of Republic Act10352, Republic Act 325 and ExecutiveOrder 197 series of 2000.***Came <strong>to</strong> the rescue of patients ofthe JBLMRH were the Pampangaprovincial board members who saidthat the operational cost of the governmentmedical facility should notbe passed-on <strong>to</strong> those who are sickand availing the services of the hospital.***Garbo clarified that the increasein the fees of the hospital was theresult of the abuse of hospital officialswho violated some rules in theincrease in hospital rates such asthe requirement on the publicationof the rates increase in newspapersof general circulation so the publicmay know. The non-publication ofthe increase in hospital fees was admittedby Ganac.***Board Member Rosve Henson, forhis part, has proposed a resolutionthat calls for the suspension of theincrease. FEATUREVOLUME II • NO. 76 • SEPTEMBER 25, 2013 • WEDNESDAY“Makeover”Committee’sChoiceOn Winning A Pho<strong>to</strong>Contest and The Messageof the Pho<strong>to</strong>graphIn a time when glamour pho<strong>to</strong>graphy is the highly favored genre for those who are enteringin<strong>to</strong> this competitive field, “street pho<strong>to</strong>graphy” is something not being talked about since,for one, the process of doing it is “deglamorized”—a far cry from what is supposed <strong>to</strong> be amachismo stature of a glamour pho<strong>to</strong>grapher.Ithink, not everyone who has a DSLR wouldwant <strong>to</strong> spread and bend or even roll on thestreet just <strong>to</strong> capture simple everyday scenes ofpeople and places that have no actual real valueas far as commercial aspect is concern. In a situationwhere the hostility of sometimes-unfamiliaralleys and avenues, plus the unexpected eyes ofthe thieves conspicuously feasting on the expensiveequipment you carry, all these things pull youback from taking those outdoor snaps.Street Pho<strong>to</strong>graphy is not a new genre. In fact, itis as old as the invention of the camera in the 3rdquarter of the 19th century alongside the urbanizationand industrialization of European cities, whichbecame the foremost subjects of pho<strong>to</strong>graphy.In fact, the first successful image taken bythe premiere pro<strong>to</strong>type camera, which is theDaguerreotype--the Boul¬e¬vard du Templepho<strong>to</strong> taken in Paris--was shot on the street, alongwhere a train passed by. It was shot by Louis Daguerrein 1838 and needed more than 10 minutesof exposure time.These days, leaving your camera out in thestreet for 10 minutes is more like letting your preciousequipment in<strong>to</strong> the risk of losing it.Just a week ago, I was invited by the LitratistangKapampangan, a Kapampangan Pho<strong>to</strong>graphyGroup led by Jefferson Gueco of Angeles City,<strong>to</strong> judge their 50mm Challenge Pho<strong>to</strong> Contest.I was eager <strong>to</strong> attend the event not just becauseI am going <strong>to</strong> judge entries with my friends in thepho<strong>to</strong>graphy circle but <strong>to</strong> see the output of thecontestants doing street pho<strong>to</strong>graphy. I was withthe biggest names in Kapampangan pho<strong>to</strong>graphysuch as Bruno Tiotuico, Peter Alagos, Nigel Laxamanaand Tourism Direc<strong>to</strong>r Ronnie Tiotuico,and the ACTO Officer Arcee Suarez <strong>to</strong> completethe pool.I was completely amazed with the number ofparticipants and enjoyed feasting on the pho<strong>to</strong>graphsthat clearly define Angeles City.Now, it’s the time <strong>to</strong> feature some of the pho<strong>to</strong>graphsthat made it <strong>to</strong> the <strong>to</strong>p <strong>to</strong> see how theycame up with their images and why they <strong>to</strong>okthese. I was supposed <strong>to</strong> make my own analysisof each of the individual works but I realized thatthis feature can be a more convincing fac<strong>to</strong>r forthose who are in<strong>to</strong> pho<strong>to</strong>graphy by hearing theowner of the pho<strong>to</strong>s themselves about what wasin their mind and what language their pho<strong>to</strong>graphyspeaks out.What you can read now are those whom I senta message on Facebook and replied back and theyare in random order. We all know that most ofthe elderly are usually jobless and treated uselessin our society. When I saw an old woman in thecorner selling some goods and reading at the sametime, I got this feeling of capturing that moment.The look in her face is the most special <strong>to</strong> me. Shelooked like no one notices her worth but she’s justwaiting <strong>to</strong> get noticed and appreciated. There was a unanimousdecision in choosing the pho<strong>to</strong> as the grandwinner since, by form and texture, the pho<strong>to</strong> ishigh-impact and represents a bustling day street,with feet scratching the asphal<strong>to</strong>f the road in everysecond and every minute.And <strong>to</strong> tell my own honestpreference among thewinners, the one shot byMykie Ibarra entitled “TheMakeover” is retained inmy mind.I do hope a pho<strong>to</strong>graphygenre such as thiswill populate the memoryof the camera of the pho<strong>to</strong>graphersthese days. Because,if there is somethingthat is true about life thesedays, that is the life in thestreet. It never dies out. ●
