4HeadlineGitnang LuzonAUGUST 27, 2013EDITORIALNational Heroes Day(Speech of President Benigno S. Aquino III at Libingan ng mga Bayani, Taguig City)Our history is filled with Filipinos ready to fight for their fellowmenand for their country, regardless of the trials that faced them. It isthey who we remember and celebrate every year—these individuals whohave shown that in our veins runs the blood of heroes. We consider themheroes—those who confronted the challenges of an extraordinary time.Their commitment and their resolve were tested, and they rose to the occasion. The names of these men and women may or may not decorate thepages of our history books, but they were the ones who made our freedom,as well as the reforms we are undertaking right now, possible. One shining example is Commodore Ramon Alcaraz, who displayedremarkable bravery during the Second World War. He fought only with awooden Q-boat, clashing against the zero fighters of the invading Japanese—oneof the most modern airplanes of that period. He could havewaved the white flag from the start to avoid battle with the unparalleledforce of his opponents, but despite his disadvantages, Commodore Alcarazdisplayed grit and whole-hearted commitment to being a soldier. Heshowed that the Filipino cannot be easily overwhelmed. Because of this, hewas able to shoot down three of the nine zero fighters; and he was ready tocontinue fighting if only his superiors hadn’t ordered him to surrender. Hiscontribution to history did not end there. He was recognized as the fatherof the Philippine Marines, and he even resisted the dictatorship when ournation was on the brink of Martial Law.Our soldiers who display a willingness to put themselves in peril forthe sake of their fellow Filipinos exhibit the very same principles that CommodoreAlcaraz did. They prove their courage every time they respond topowerful storms, or battle against those who seek to sow terror especiallyin far-flung areas of the country. They may not personally know the peoplethey are helping, but they are ready to risk their lives to save and assistthose in need.In the same way, our OFWs should be considered heroes. They sacrificeso much and distance themselves from their families just so theycan afford better lives for their loved ones. Their hard work and dedicationto their jobs have not just shown the world the traits and the skills ofFilipinos—they also help our country achieve true, inclusive growth anddevelopment. In many different ways, all of us have benefited from the compassionand hard work of those who have come before; and it is only right thatwe continue that tradition. Under the banner of solidarity, let us help oneanother in pursuing our collective desires as one Filipino people.Last Friday, I announced the abolition of the PDAF. This is part of continuouslyfinding and forming a mechanism that ensures that the people’smoney can only be used for the people. We will do everything in our powerto find those who conspired to take advantage of the PDAF’s good intentions, and to hold them accountable. We will not allow anyone to be usedto propagate the corrupt practices of a few. We will make certain that themistakes of the past are not repeated so that we may further ascertain thatthe people’s money is spent properly. But for the system to be truly effective,we also need our people to keep vigilant watch of each project thatwill be funded. The challenge for us: that we not be content with waiting for and receivinghelp from others. Instead, let us do everything we can to fulfill ourresponsibilities to our fellowmen and to society. The question for all of us:Can we still look ourselves in the mirror if we say no to the opportunities tocontribute to change? Wouldn’t it feel good to be the rightful inheritor ofthe freedom our heroes fought and died for?Heroism begins within us—in identifying and siding with what isright, and shunning what is wrong. This is the wellspring of our determinationto care for those in need, and to defend those whose rights are beingtrampled on. As a sign that we respect and value the examples of ourheroes; let us give life to the lessons and the commitment of our heroes. Ifthey have proven that the Filipino can truly care for his fellow Filipino, whatstops us from following in their footsteps? Each and every one of us—inwhichever sector, whatever our state in life might be—can choose to bea good Filipino. Each one of us, no matter the size of our contribution, canbe a hero. Every step we take forward—as long as we do it as one Filipinonation—can bring about widespread change. Let us proudly show theworld that the sacrifices of our heroes were not meaningless; let us continuefighting to bequeath coming generations a better Philippines.Thank you.HEADLINE Gitnang Luzon is a Daily Regional NewspaperGeneral Manager: Atty. Never mind the photographs(taken at a party in SanJuan--apparently hosted by anothersenator) showing their apparentcloseness and familiarity. Nevermind the Commission on Audit reportthat P422.99 million ofthe senator’s PDAF went to5 of Napoles’ dubious NGOsfor 2007-2009 alone. Tomake matters worse for Revilla, theCOA chair affirmed that they haveFor most of my life, I have remained apathetic toall the problems and issues affecting our countryparticularly if we’re talking about politicalconflicts and scandals. Why is Pnoy taking adifferent stand all of a sudden? Didhe just admit his guilt of inaction inthis area of neglect and abuse? Is thepork barrel really to be abolished?-- Or rebranded? Are the loopholesproperly addressed? What are thesafeguards undertaken to ensureprotection from previous corruptpractices? HeadlineGitnang LuzonAUGUST 27, 20135President PNoy first suspended the release of PDAFand then announced its abolition for the next budgetyear. The unbelievers warned against just renamingthe hated pork. An actual resolution to abolish PDAF hasbeen filed by Senator Chiz Escudero. More lawmakers havealready indicated their support to the resolution albeit invarious circumstances and tones of commitment. With thelatest statement from Malacañang the Lower House will bebusy groping for alter-natives andthe frenzy could shakepolitical alliances. With anti-pork massspringing out in increasingnumber ofplaces in the countryand other parts of theglobe, the death ofPDAF or any derivativemight just become areality. Local governmentunits will eithersuffer from being forciblyweaned off the Congressionallargesse orbarbeenragecausstionr ande forprotestsgrow in strength towards total empowerment as envisionedby the Local Government Code. Will the province of Pampanga get less once the pork isabolished? I have the serious gut feeling that the provincewill get more. Why? Pampanga has Governor Lilia “Nanay”Pineda.Last Wednesday evening I watched Nanay with Noli deCastro live on television. They were standing on a floodedstreet in Sto. Tomas after a large chunk of the tail dike in BarangaySta. Rita, Minalin gave way. Asked what happenedto the dike that was just repaired just recently, the goodgovernor confidently said without any attempt to rationalize,“Nasira uli e.” Noli, expecting a longer reply, was visiblyperplexed for a moment. But those who knew Nanay couldfeel the Governor’s pent-up wrath. It was during a meeting in Clark with all concerned justafter this year’s elections when Nanay asked the DPWH officialsabout the state of the tail dike. Photos were projectedon the screen to show repairs being done. The photos did notgive that feeling of assurance that Sto. Tomas and MinalinHoly Angel University (HAU) washit with another labor-relatedblow last week when membersof the HAU Teachers and EmployeesUnion (HAUTEU) went on strike onthe eve of the visit of Manila ArchbishopAntonio Cardinal Tagle. This kind of organized and lawfulaction is one way of attractingattention and expressing sentimentsover collective bargainingagreement (CBA) negotiations, transparency issues and requestfor salary increase. The involvement of studentsin this undertaking was unstoppable. In fact, by looking at onlineposts through social mediaand the number of supporterswho packed HAU’s main gate, the demonstration has become astudent-teacher rally. Some activists took advantage of thesituation; even insinuating student organizationsto take a stand. It went toa point when students were enjoinedto boycott classes to show support toHAUTEU.I just wonder if the parents knowwhat their children are doing in school. And for the students, do they reallyrt ofere.”Porkless Pampanga will be a blessinggut feelLeny Manalo“I have the gut feelingthat the longerPampanga remainsporkless the betterfor the province inthe long run.”Holy unrestknow what they are getting into?We cannot blame the kids if they feelthe need to support their teachers. Infact, the students themselves are supposedlythe direct beneficiaries of anytuition hike. What seems to be unacceptableat first may beright after all.“The stakes are high andHAU cannot afford to loseits credibility especiallybecause it is one of thelargest universities inCentral Luzon today. ”On the other hand, weshould consider that theissue at hand is affecting the reputationof an educational institution. Thestakes are high and HAU cannot affordto lose its credibility especially becauseit is one of the largest universities inCentral Luzon today. Both partiesshould come into an agreement as soonas possible.that intervention (whether divine, supernatural,or even extraterrestrial) to help us solve this neverendingcrisis. But as much as I can hope, I still cannotgrasp the fact that we are helpless given that thepeople whose job is to make our lives better are thevery same ones who are messing it up. And with that,I think I just have to wait for either a bloody revolt ora civil war as the only way to end this hysteric plaguethat eats us all up.So while I bask in the illusion that eventually, everythingwill be solved, I continue with my life as anormal citizen just like millions of other Filipinos whoeat, work, sleep and wake up every single day to dothe same thing all over again just to be able to earn adecent life. Just like what a blogger said in a thread Ifollowed the other day, we can all move on from thiswould be safe the next time around, but how could anyoneat that moment question those with the expertise? Thosepresent felt Nanay was marking their words nevertheless. Now that disaster is again rearing its ugly head, it is theGovernor who remains the principal one whom the provincecan rely on to rally support and wangle assistance forits pressing needs. As expected, she is now demanding swiftaction and strongly reminding the DPWH regional and districtoffices to coordinate with the provincial government toensure the “correct and reliable designs of the projects.” Wealways said during her early months in the capitol that Nanaydid not know how to get mad. Now concerned officialsand personnel should better be alert and runningwhen disaster threatens her constituents. At the moment, the province’s representativesin Congress are understandably incapableof providing funding initiatives but they stillcan be a big help to the provincial governmentby endorsing the requests of the Governor upto the President. Congressman Oca Rodriguezis Liberal by heart. Congressman Yeng Guiaois Cory by heart. I don’t think endorsementsfrom Congressman Rimpy Bondoc and evenCongresswoman Gloria Macapagal Arroyo willhurt. A united provincial stand no matter how you look at itwill never be ignored by the national government.Nanay has earned a very good record on implementingprograms and projects. She has focus and resolve. Themuch-improved health facilities in the province attest tothat. This is something that the national government couldnever overlook unless by intent. When Nanay speaks, theybetter listen. When Nanay speaks, Pampanga city and municipalmayors better listen. This will be a porkless periodthat could last for months or even stay forever depending onthe next events.Congressman Guiao has already filed two very importantbills concerning Clark that intend to optimize its utilizationto benefit not only the province but the region and thecountry as well. I assume the other district representativeshave filed their own pet bills by now. The provincial governmentshould provide information support for these billsand whenever necessary mobilize people support for theirpassage.
