Lilia Pinedaand Director Leonita Gorgolon of the Center forHealth and Development III (CHD-3) led the openingand blessing of the P3-million birthing station in BarangaySan Jose, San Simon town yesterday.This birthing station is the first Basic EmergencyMaternal Obstetric and Newborn Care (BEMONC)facility operated by the local government unit of SanSimon under the leadership of Mayor Leonora Wong.The CHD-3 funded the construction of the lyinginclinic through its Health Facility Enhancement Program(HFEP).Gorgolon said the provincial government’s eagernessto construct health facilities in Pampanga is thekey behind the realization of this infrastructure project.“The provincial government always coordinatesthe health programs of the province. [GovernorPineda] always offers a partnership for the constructionof the facilities. 4<strong>Headline</strong><strong>Gitnang</strong> <strong>Luzon</strong>AUGUST 16-18, 2013EDITORIALEnforced silenceWitnesses in the country are oftenfaced with the dilemma of choosingbetween their conscience cryingout they should help solve a crimeor keeping their mouths shut to stayalive.Such is the quandary of the twowitnesses in the killing of a Bacolorbarangay chairman and two others.The witnesses, who surfaced afew days after the ambush-slay ofRodrigo Tongol, barangay captain ofMesalipit, Bacolor, and two others,are now spending sleepless nightsknowing there are individuals who arewatching their every move.Many witnesses in celebratedcases in the country have perishedbecause the government failed toprotect them while they stepped forwardto divulge what they know abouta certain crime. Many, though living,are hunted and haunted by powerfulpeople involved in the cases they arewitnesses to.Such situations further underscoreour need for more policemen as caseswould need those who conductfurther investigations and those whowill serve as bodyguard for would-bewitnesses.The government doesn’t only lackthe resources to track down criminals.It also falls short in its capability to defendthe witnesses, the reason whymany <strong>hold</strong> their silence just so they--and their families--are free from harm.There should be more efforts onthe part of the state to provide protectionor compensation for thosewho will stand witness, especially inheinous crimes, because fear peoplewould only care less to crimes happeningaround them.HEADLINE <strong>Gitnang</strong> <strong>Luzon</strong> is a Daily Regional NewspaperGeneral Manager: Atty.
