Efforts to control population growth legally and openly began in Zambia in 1978 and haveproceeded in this ethical fashion ever since. This is the tone set by Zambia’s first President,Kenneth Kaunda (1964-1991), and his successors have respected it.For its ethical approach to population control Zambia has been punished with poverty.
