As early as 1965, the Ministry of Health and SocialWelfare (MSAS) created a Population Division to steer population control activities under the pretext offamily planning. A year later, the Venezuela Family Planning Association (AVPF) was formed withthe aim of reducing “uncontrolled, involuntary procreation” and 132 privately funded affiliated clinicsacross the country performed all manner of coerced, covert and involuntary sterilizations until 1976,which is why in 1974 the government stepped in and created the Department of Guidance, Educationand Family Planning within the Maternal and Infant Division of the Ministry of Health and SocialWelfare (MSAS) to tame the beast.In 1992, about the same time the government began issuing hypocritical declarations about the people’sreproductive rights and the total fertility rate had already decreased to 3.5 children per woman mostly bycoercive means, the government also began fluoridating the country’s salt with help from the PanAmerican Health Organization (PAHO), the United Nations Industrial Development Organization(UNIDO) and the World Bank, and thus robbed the people of their natural fertility by this covert chemicalmethod of sterilization.The hypocrisy of the Venezuelan government reached new heights during the presidency of Hugo Chavezwhen in 2003 the Official Standards for Comprehensive Sexual and Reproductive Healthcare weredrafted by the Ministry of Health and Social Development proclaiming the full exercise of sexual andreproductive rights as human rights, knowing full well that the people had long lost their reproductiverights to fluoridated salt. This hypocrisy is all the more disgusting in light of President Chavez’ speechesabout the diabolical nature of the United States, when in fact he was always a full and equal participant inthe global system of covert depopulation and coerced globalization, as evidenced by the nation’s covertprogram of depopulation.The hypocrisy continues to this day in Venezuela.
