As a result, the total fertility rate dropped from 6children per woman in 1980 to 5 by 1990.In 1993, the Government of Vanuatu, prompted by land pressures due to rapid population growthand an impending demographic catastrophe since more than 50% of the people were under 15years of age and its population doubled every twenty years, formulated a National Plan of Actionon Population and Human Resource Development (NPAPHRD), scripted by the United NationsPopulation Fund (UNFPA), which contained a “sustainable National Family Planning Policy”according to a 1993 document and Save the Children Fund-Australia (SCFA) came to Vanuatu toimplement it from 1994 to 1997, the result of which the total fertility rate dropped to 4 childrenper woman by 2009. There is no evidence that coercive methods of family planning were used.The progress was due to education and an increase in the use of contraceptives from 15% in1993 to about 30% by the year 2009.The drop in TFR from 4 children per woman in the year 2009 to 2.7 children per woman today,however, cannot be explained by the voluntary use of contraceptives since the prevalence ofcontraceptives in 2012 was reported to be only 36.8%. Short-acting hormonal methods ofcontraceptives are therefore being used without the knowledge or consent of the people and thisspells trouble. This method of coerced sterilization is being augmented by endocrine disruptorsin food and drinks imported from the West.927 | P a g e
