Uruguay has been the stage ground of eugenic experiments and covert methods of populationcontrol since the early 1920s, which is why its fertility trajectory is so completely at odds withthe rest of South America and indeed with all Latin America. Since the early 1920s, Uruguayhas not had a total fertility rate above 3 children per woman. And since 1972, Uruguay haspursued a slow descent towards replacement level fertility, which it reached in 2005.How Uruguay has suppressed fertility so effectively and for so long is a mystery that has yet tobe unraveled.
