water fluoridation to spread to 50 million people by 1960, thus to more than a quarter of the 180million strong American population at that time.Perhaps plagued by his conscience, Eisenhower warned the American people in his farewelladdress to the nation of the dangers emanating from the military-industrial complex:In the councils of government, we must guard against the acquisition of unwarranted influence,whether sought or unsought, by the military-industrial complex. The potential for the disastrousrise of misplaced power exists and will persist. We must never let the weight of this combinationendanger our liberties or democratic processes. We should take nothing for granted. Only analert and knowledgeable citizenry can compel the proper meshing of the huge industrial andmilitary machinery of defense with our peaceful methods and goals, so that security and libertymay prosper together.In that same speech he also warned of the danger that “public policy could itself become thecaptive of a scientific-technological elite”, a clear reference to the perversion of science forgenocidal purposes.To leave no doubt that he was speaking about the rationale for America’s foreign policy and thefoundation of the international order, Eisenhower also spoke eloquently about the need topreserve resources for future generations, which is how population control was rationalized andjustified at that time:We . . . must avoid the impulse to live only for today, plundering for our own ease andconvenience the precious resources of tomorrow. We cannot mortgage the material assets ofour grandchildren without risking the loss also of their political and spiritual heritage. We wantdemocracy to survive for all generations to come, not to become the insolvent phantom oftomorrow.America, unlike the Soviet Union, did not have the political system and the central governmentcontrols necessary to impose on the entire nation a program of mass sterilization. While theSoviet Union could do it by dictat the US had to do it by subterfuge so as to be able to bypass thechecks and balances of its strong democracy and the rule of law.To succeed in deceiving the nation and bypassing democracy and the rule of law in order toinstitute a program of mass sterilization, America’s elites who had been subsumed into thedepopulation lobby had to find a cover. That cover was public health and the program of masssterilization through water fluoridation was sold to the people as a public health measure toprotect their teeth.Water fluoridation became an official policy of the U.S. Public Health Service in 1951, thustowards the end of Harry S.
