Covert population control measures were imposed on Ukraine by the Soviet Union in 1949 whenthe total fertility rate had recovered from the war and reached 3 children per woman and by 1962had already been lowered to replacement level. Between 1962 and 1989 fertility was kept atreplacement level.In 1991, when Ukraine broke away from the crumbling Soviet Union, western methods andtargets of covert depopulation were adopted by Ukraine’s freely elected leaders and fertilitydeclined rapidly from 2 to a lowest low of 1.1 by 2001 and remains at sub-replacement level tothis day (1.4 in 2014).
