A second problem the UN-centered population control lobby encounters in West Africa is that ofcontraceptive security, which remains unmet throughout the region.This is due to lack of money at the national level, since the countries involved are stuck in thepoverty trap, and lack of financial commitment from international donors, who are reluctant tothrow good money after bad money in the absence of political commitment on the ground toactually accomplish the set goals. As a result, the population control programmes of Togo andits neighbors are woefully underfunded, especially when compared to other parts of Africa.To bypass these two impediments and also accomplish the demographic objectives that underliethe socio-economic aspirations of Togo and its neighbors and the international objectives of theMillennium Development Goals, the UN, aided by the US and the EU, have engineered theEbola pandemic.The pandemic, it is hoped, will aid the international community in creating an excuse for regionwideimmunization so as to be able to reach adults in their prime reproductive years to suppresstheir fertility and/or sterilize them; create the fear and legal framework necessary to compel areluctant and suspicious local population to allow themselves to be vaccinated despite their847 | P a g e
