That the government allowed western NGOs to covertly sterilize thepopulation is evidenced by Togo’s very low contraceptive prevalence rate, which in 1998 stoodat only 3.1%, in 2006 at 11%, and in 2010 at 13.2%; rates that cannot possibly account for thedecrease in fertility.In 2012, unhappy with the progress, the government developed a five-year plan of action forpopulation control following the Ouagadougou Initiative of 2011, whereby eight francophoneWest African countries, Togo included, agreed to “support sustainable social and economicdevelopment by reducing the consequences of rapid demographic growth”. In its NationalHealth Development Plan, also published in 2012, Togo has committed to increasing thecontraceptive prevalence rate to 50% by 2015 in order to eventually reach replacement levelfertility.To accomplish this ambitious goal, “Togo is the only country in francophone West Africa in2011 to allow the community-based distribution of contraceptives, including injectables, throughcommunity health workers under a pilot project”. In other words, all safety precautions havebeen dropped and medical protocols altered to allow untrained personnel paid by western “aid”organizations such as Engender Health and US Aid to sterilize the population.In addition to hormonal implants, intrauterine devices, female sterilization and vasectomy, thegovernment of Togo has also agreed to allow the international community to sterilize its peoplewith vaccines administered under the pretext of improved childhood immunization.Adolescents are thus sterilized with adulterated diphtheria, tetanus and pertussis vaccines (Tdap)and meningococcal vaccines, while the mothers themselves are administered long-acting and
