East-Timor or Timor-Leste was a Portuguese colony until 1975 when it was invaded andoccupied by Indonesia until 1999. Since 1999, East-Timor has been independent. Covertdepopulation measures were initiated by the Portuguese in 1963, a year later than in Portugalproper, as part of the decolonization process, and by the time the Indonesians occupied thecountry in 1975 the total fertility rate had already been lowered from 6.4 to 5 children perwoman without the use of contraceptives. The man responsible for introducing covert methods of depopulation to East-Timor in 1963 isGovernor José Alberty Correia (1963-1968). They were continued by his successors: JoséNogueira Valente Pires (1968-1972), Fernando Alves Adeía (1972-1974), and by the lastGovernor of Portuguese Timor, Mário Lemos Pires (1974-1975).841 | P a g e
