The people of Tajikistan have been subject to population control since 1973, when they werecitizens of the Soviet Union and the country was called the Tajik Soviet Socialist Republic. TheSoviets, however, employed only legal and voluntary methods by providing family planningservices and education, which is why the total fertility rate decreased modestly from 6.8 to 5children per woman.Since independence in 1991, the President of the Republic of Tajikistan, Emomalii Rahmon(Chirman of the Supreme Assembly from 1992 to 1994, and President since 1994) assumedresponsibility for population control and he adopted Western methods of covert chemicalsterilization. From 1991 to 2002 he lowered fertility from 5 to 3.7 children per woman.823 | P a g e
