Population control measures were introduced in 1978 by President Gaafar Nimeiry (1969-1985).To this day, Sudan appears to employ only legal, fair and ethical means through the provision offamily planning services and better education. International NGOs succeed every now and thento subvert the fertility of the Sudanese people through involuntary sterilization, but there is noevidence to suggest that the government of Sudan knows this or approves of it.Since Sudan’s contraceptive prevalence rate has never been higher than 10%, the drop in fertilityfrom 7 to 4 children accomplished so far cannot be explained by family planning services aloneand this means that the depopulation lobby has become very active in the country in the past fewyears.Sudan is in stage two of the demographic transition.787 | P a g e
