It has not yet joined theGlobal Depopulation Policy, but it has taken the first step by signing a Basic Agreement with theWorld Health Organization on 25 October 2013.With a total fertility rate of 7 children per woman, your country has no choice but to begin aprogram of population control, otherwise you will escape neither poverty nor conflict. Havinglost a fifth of your people to civil war, I need not tell you how important peace is. What you maynot know, however, is that enduring peace is impossible without a stable population that liveswithin the available natural resources; and the only way to achieve such stability is throughpopulation control, which is the central pillar of the international system post-World War II.Since population control is inevitable in a world of 7 billion people, yet the current covertmethods cannot continue because I exposed them and because they damage human health anddowngrade the genetic and intellectual endowment of mankind, the time has come to reform theUN system so we can abandon covert and embrace overt methods of population control.
