Covert depopulation measures were imposed on Poland in 1952 by the Soviets and its coarchitectsof the Global Depopulation Policy, the Americans and the British, as soon asAleksander Zawadzki (1952-1964) was appointed Chairman of the Polish Council of State, andcontinued until 1968 when Marshal Marian Spychalski became Chairman of the Polish Councilof State.From 1968 until 1982, when the country was still firmly under Soviet control, the program ofdepopulation was stalled at 2.3 children per woman and then rebooted in 1983 by HenrykJabłoński, head of the People’s Republic of Poland from 1972 to 1985. This continuedthroughout President Wojciech Jaruzelski’s time in office from 1985 to 1990; who was the lastSoviet puppet at the helm of Poland. By the time Poland won its independence in 1990 the totalfertility rate had decreased from 3.8 children per woman prior to 1951 to just 2 children perwoman.656 | P a g e
