The Philippines’ early population control efforts, which began in 1960, have been genuine,meaning that the government has used for the most part only voluntary, ethical and legalmethods through the provision of family planning services, better education and better access tocontraceptives. This is reflected in the smoothly curving sides of the population pyramid and theslow downward slope of the total fertility graph. It is also supported by public policy documents.Starting in 1978, however, the government has involuntarily sterilized its people with adulteratedvaccines, as recently admitted by the former Executive Director of the Commission onPopulation, the body coordinating population policy.The Philippines also has a secret water fluoridation program that in 2004 covered circa 7% of thepopulation and is to this day a closely guarded secret.
