Peru’s depopulation program,however, did not reach momentum until 1969. Through the adoption of salt fluoridation in 1992the program became nationwide. Milk fluoridation augments the depopulation program in thecity of Trujillo. As a result, the total fertility rate declined from nearly 7 children per womanprior to 1963 to 2.2 children per woman today. Even so the population, which is currently 31million, is expected to grow to 42 million by 2050.Since the government could not reach indigenous women in remote Andean villages with eitherwater, salt or milk fluoridation, the Fujimori government forcibly sterilized 300,000 peasantwomen and 22,000 men surgically between 1995 and 2000. As expected, Prosecutor Guzman,found no evidence of coerced sterilization in his 2014 verdict, as that would have indicted thecurrent government and the country’s judiciary as much as the Fujimori government, since theforced surgical sterilizations committed under the Fujimori government are but the tip of theiceberg of a national and four-decades old program of depopulation of which your government isjust as guilty of committing crimes against humanity as the Fujimori government was.Since Peru’s population needs to be stabilized or else the nation will never find its way out ofpoverty, from which 30% of your people already suffer, I understand your predicament butcannot sympathize with you, or with the rest of the current national leaders throughout the world,for failing to lead your nation to legal, open and fair population control, which can only beaccomplished through legislation.645 | P a g e
