They lowered fertility from4.7 to 3 children per woman.As a Roman Catholic priest and former Bishop of the Diocese of San Pedro from 1994 to 2005,Fernando Lugo, was not a welcomed site by the Paraguayan military when he ascended to thepresidency of the country in 2008, a position he occupied until 2012 when he was removed fromoffice through an impeachment characterized as a coup by outside observers.As the total fertility graph above shows, as soon as Lugo became president in 2008 the totalfertility rate stopped its steep decline and settled into a gentler curve. His successor, FedericoFranco (2012-2013) continued in the same vein as President Lugo, which is why he onlysurvived in office one year. During Lugo’s and Franco’s presidencies the total fertility rateremained more or less flat at 3 children per woman.That Paraguay’s declining fertility until President Lugo took office in 2008 could not beexplained by the people’s use of contraceptives is amply demonstrated by the country’scontraceptive prevalence graph, which shows that fewer than 40% of Paraguayans usedcontraceptives in the 1980s and fewer than 50% in the 1990s. It was only after President Lugotook office that the contraceptive prevalence rate climbed sharply to 80%. He obviously tried toprotect the people from being poisoned into infertility and ill-health by retiring fluoride and BPAand accomplishing low fertility through the use of safe contraceptives.Abortion is even less of a factor since it is illegal except in cases of threat to the woman’s life.Incumbent President Horacio Cartes (since August 2013), who owns the Grupo Cartesconglomerate, has returned the country to covert chemical sterilization, which is why the totalfertility rate declined from 3 to 2 children per woman since he took office.Paraguay is in stage three of the demographic transition.643 | P a g e
