14 October 2014Mahamadou IssoufouPresident of Nigerhttp://www.justice.gouv.ne/?q=contactBrigi RafiniPrime Minister of Nigeran@assemblee.ne, http://www.assemblee.ne/index.php/nous-ecrirePresident Issoufou and Prime Minister Rafini,Re: covert depopulation measuresNiger has resisted any and all attempts made by the UN and international donors to control itspopulation growth. And since your country is of no strategic importance for the West, as it doesnot possess vital natural resources such as hydrocarbons and minerals, it has been left on its ownand death by hunger has become the norm rather than the exception. At 7 children per woman, Niger has the highest total fertility rate in the world yet it occupies oneof the driest and most infertile territories on earth, since 80% of Niger is covered by the SaharaDesert. As a result, Niger’s population has exploded from just 3.5 million in 1967 to 17 milliontoday, which is almost a quadrupling of the population in just 45 years; one out of five childrendie before the age of five due to malnutrition; and life expectancy has dropped to below 50 years, which is among the lowest in the world, due to widespread famine. In 2010, when the last famine struck Niger due to crop failures caused by drought, 7 millionNigeriens faced starvation. Since half of your people are children below 15 years of age, Niger’spopulation will continue to grow exponentially and die exponentially by starvation unless youradministration takes immediate and drastic measures. The little fertile land that you have left inthe far south and west of the country, where the majority of your people are clustered, isthreatened by desertification due to overexploitationYour regimes and constitutions have changed with desperate frequency by military coups sinceindependence in 1960, but none of the country’s leaders have tackled the overpopulation andresource scarcity problems that underpin all your nation’s woes and have now reachedcatastrophic proportions, which is why political and social unrest spiral out of control as soon asfamine strikes and the bodies of starved children start piling up.593 | P a g e
