By1991, when Azerbaijan regained its independence, the total fertility rate had declined from 5.5children per woman to 2.9; a level it had hovered at since 1972.As elsewhere, the depopulation program intensified and accelerated once Azerbaijan joined theUN in 1992 and NATO’s Partnership for Peace program in 1994. As a result, the total fertilityrate declined from 25 births per 1000 to just 13 by 2001 and thus far below replacement level.The government eased up on its poisons and the total fertility rate has somewhat recovered and iscurrently at 2.3 children per woman.To make sure that the world escapes genocide and pursues population control legally, fairly andsafely we have to change the international structure and reform the UN system along the lines Ihave suggested in my just published book, The Future of Global Governance. We also need toeducate the public so that people accept responsibility for replacement level fertility.I hope you will add your voice to mine and will instruct your ambassador to the UN, Mr. YasharAliyev, to lobby for UN reform and for peace without poison. I hope that will also free themedia to educate the public on the need to assume responsibility of reproduction as that is theonly way we can attain sustainability and maintain international peace.
