Covert depopulation measures were imposed in 1970 by General Ne Win, who needed tooverthrow the civilian government of U Nu, the first Prime Minister of Burma, and install amilitary dictatorship under the name of Union Revolutionary Council. Ne Win was Burma’shead of state from 1962 to 1981, time during which the total fertility rate dropped from 6 to 4.7children per woman without the use of contraceptives since the country’s contraceptiveprevalence rate was at most 5% at that time.Ne Win’s military dictatorship, which lasted until 1988, was replaced by another militarydictatorship led by general Saw Maung (1988-1992), which stayed in control of Burma until2011 under the name of State Peace and Development Council.
