Covert depopulation measures were started in 1973 by Yumjaagiin Tsedenbal, the leader of theMongolian People’s Republic from 1958 to 1984, and continued by his successor, JambynBatmönkh, in office from 1984 until the end of communist Mongolia in 1990. The communistleaders of Mongolia managed to reduce the total fertility from 7.5 to 4 children per woman.After Mongolia democratized in 1990, covert depopulation measures were continued by the firstfreely elected President of Mongolia, Punsalmaagiin Ochirbat (1990-1997) and all his successorswithout exception: Natsagiin Bagabandi (1990-2001), Nambaryn Enkhbayar (1997-2005), andthe incumbent Tsakhiagiin Elbegdorj (since June 2009). The democratically elected leaders ofMongolia have managed to lower the total fertility rate from 4.5 to 2.1 children per woman by2010.During the 1970s and 1980s Mongolia’s contraceptive prevalence rate was insignificant and theabortion rate rather low at around 10% yet fertility declined from 7.5 to 4 children per woman.539 | P a g e
