As in France, covert population control methods were started in 1948 by Louis II, Prince ofMonaco (1922 -1949), and continued by his successors, Rainier III (1949-2005), and incumbentAlbert II (since 2009).Monaco hides its fertility rate statistics, but there is no reason to believe that they are anydifferent from those of France since Monaco has synchronized its population control programand methodology with France until fifteen years ago. It is therefore safe to assume that the totalfertility rate of Monaco prior to 1950 was about 3 children per woman, just as in France. Sincethen Monaco’s total fertility rate has decreased to just 1.5 children per woman.Monaco hides also its contraceptive prevalence rate as well as its abortion rate in order toconceal the use of covert chemical sterilization methods. Since Monaco has one of the strictestabortion laws in Europe, allowing the procedure only to save the mother’s life, whatever smallnumber of abortions are performed will be statistically insignificant and will have no bearing onMonaco’s very low total fertility rate of 1.5 children per woman.Judging by Monaco’s economic statistics, and knowing that GDP growth follows low fertility, itis safe to conclude that Monaco reached replacement level fertility in the mid-1980s, which iswhy the GDP began exploding at that time.Monaco is in the fifth and last stage of the demographic transition.535 | P a g e
