The man responsible for introducing covert methods of depopulation to Mexico is its 50 thPresident, Luis Echeverría (1970-1976). His successors have continued the program withoutinterruption: José López Portillo (1976-1982), Miguel de la Madrid (1982-1988), Carlos Salinasde Gortari (1988-1984), Ernesto Zedillo (1994-2000), Vicente Fox (2000-2006), Felipe Calderón(2006-2012), and incumbent Enrique Peña Nieto (since December 2012).Mexico’s rapid drop in fertility during the 1970s and 1980s (from nearly 7 to 3.5 children perwoman) happened without the help of contraceptives, as the prevalence rate was less than 40%during the 1970s and less than 50% during the 1980s. By the 1990s the rate increased to 70%,where it remains to this day, to better conceal the use of covert chemical sterilization methods.At less than 1%, abortion is a non-factor for Mexico’s drop in fertility.Mexico has been rewarded for its war on fertility with a growing GDP. The data shows thatMexico’s GDP did not begin to rise rapidly until the early 1990s by which time fertility hadhalved.Mexico is in stage three of the demographic transition.521 | P a g e
