Mexico joined the Global Depopulation Policy in 1973 when its total fertility rate was 6.5children per woman. Within ten years, it declined to 4.3 children per woman, thus by a third,even though the contraceptive prevalence rate was at around 30% and thus could not account forthe drop in fertility. Mexico achieved this demographic miracle through fluoridated water, likeeveryone else in North America.By 1993, Mexico’s total fertility rate declined by almost another third, from 4.3 to 3 children perwoman, even though the contraceptive prevalence rate had barely reached 50% and thus couldnot account for the drop. This drop was accomplished by a combination of water and saltfluoridation so that both urban and rural Mexicans could be sterilized.From 1993 until today, Mexico’s government slowed down its program of population controland reached replacement level fertility in 2013.
