The man responsible for approving the use of covert methods of sterilization in Malawi in 1990is the first President of Malawi, Hastings Banda (1966-1994). During the last four years of hispresidency he managed to reduce the total fertility rate from 7.5 to 6.5 children per woman,which can only be done through involuntary sterilizing vaccines.His aggressive program backfired and President Bakili Muluzi (1994-2004), Banda’s successor,restricted it to voluntary birth control through the provision of family planning services andbetter access to contraceptives, which is why during his ten years in office the total fertility ratedeclined only from 6.5 to 6 children per woman.President Bingu wa Mutharika (2004-2012) continued in the same legal fashion as hispredecessor and total fertility rate declined from 6 to 5.5 children per woman during his sevenyears in office, which is why the international community cut all foreign aid to Malawi in 2012.Upon his sudden death in office he was replaced with his Vice-President, Joyce Banda (2012-2014), and she wasted no time in allowing the international community to sterilize the Malawian485 | P a g e
