The man responsible for introducing covert methods of depopulation to Libya in 1980 is noneother than Muammar Gaddafi (1969-2011). By the time he was deposed and killed by rebelforces in October 2011, he had succeeded in lowering Libya’s total fertility rate from almost 8 to2.5 children per woman.The program of covert depopulation has stalled after Gaddafi’s death, as the country is yet tofind political stability and keep its elected officials in office long enough to pursue any policies.The 2014 statistics, however, indicate Libya’s total fertility rate at 2.1, which means that theprogram has been reactivated and intensified.Since Libya’s contraceptive prevalence rate was never higher than 45%, and abortion is illegaland allowed only to save the life of the woman, its extraordinary drop in fertility could only havebeen accomplished through covert and involuntary methods of population control.Libya is in the third stage of the demographic transition.459 | P a g e
