Instead of allowing yourselves to be drawn into genocide, you must be honest with the Laotianpeople and educate them on the need for a population control law, as China has done, so thatpeople can be empowered to take control over their own reproductive rights and you mustprovide them with the necessary contraceptives to be able to do so.Since only barrier contraceptives are safe, Laos can fulfill its demographic objectives only if thepeople know that replacement level fertility is required of every citizen. Cheating the people oftheir reproductive rights and in the process also of their health is neither legal nor morallyacceptable.
