This rapid decline was accomplished through forced orcoerced surgical sterilizations.Despite war and genocide the population of Laos has increased from 2 million in 1950 to 6.5million today. Since Laos’ median age of 19 years is the youngest in Asia, the total fertility rateis still above replacement level, and the birth rate exceeds the death rate threefold, the populationwill continue to increase rapidly for decades to come.Given that a third of Laos’ people live below the international poverty line, that the countryranks as the 25 th hungriest nation in the world, has a low Human Development Index, and israpidly deforesting the land to meet its energy demands, I can understand why it needs aneffective population control program.I urge you however not to engage in covert, coerced or forced sterilizations and to insteadlegislate population control and empower your people to assume responsibility over theirreproductive rights by providing them with cheap and safe contraceptives. The IPPF, theUNFPA, WHO, UNICEF, the World Bank and GAVI, all of whom are involved in subvertingyour people’s reproductive rights under the pretext of improving child and maternal health, willdrive you towards increasingly genocidal methods and will create an unbridgeable rift betweenthe governing class and the people to the point where all state institutions will be turned againstthe people and will exist solely to wage a war of attrition on the innocent and helpless civilianpopulation, as has happened throughout the western world and as it is gradually happeningthroughout the world.433 | P a g e
