Thisdrop in fertility has been accomplished through sterilizing vaccines administered under thepretext of improving health care under the auspices of the ZdravReform program initiated by theU.S. Agency for International Development (US Aid) in 1993 and executed by Abt AssociatesInc., an American private contractor that transfers defense-related technology and systems tocivilian applications.More recently, the covert sterilization program has morphed into the Manas Taalimi programthat takes place under the Sector-Wide Approach (SWAp) led by your Ministry of Health,financed by the World Bank, the Kreditanstalt für Wiederaufbau (KfW), the Department forInternational Development (DfiD), the Swiss Agency for Development and Cooperation (SDC),and the Swedish International Cooperation Agency (SIDA), with technical assistance from theWorld Health Organization (WHO), GAVI, UNICEF, and US Aid.Considering that Kyrgyzstan’s population grew from 2.1 million in 1959 to 5.8 million in 2013;that your country is the second poorest in Central Asia and 38% of your people live below thepoverty line; that it is land-locked, and that due to its predominantly mountainous terrain lessthan 8% of the land is cultivated, the decision to control population growth is understandable.I can also understand that the volatile ethnic situation, the high level of corruption and theprimarily rural population makes an open population control program difficult.
