The men responsible for introducing covert population control measures in Kosovo are BranislavSkembarević, President of the Socialist Autonomous Province of Kosovo from 1985 to 1986,and Ljubomir Neđo Borković, Prime Minister of the Socialist Autonomous Province of Kosovofrom 1984 to 1986. From 1985 to 2008, when Kosovo became independent, the crude birth ratewas halved from 32 to 16.Since independence in 2008, the responsibility for covertly sterilizing the people falls onPresident Fatmir Sejdiu (2006-2010), President Behgjet Pacolli (2011-2011), and on incumbentPresident Atifete Jahjaga (since April 2011).With only 15% of women using modern contraceptives and 41% using no contraceptiveswhatsoever, according to the latest UN report, it is clear that contraceptives are not responsiblefor the country’s low fertility of just 2 children per woman. And since only 5% of allpregnancies are aborted, Kosovo’s low fertility cannot be attributed to abortion either, whichleaves only covert methods of sterilization.Kosovo is in stage three of the demographic transition.419 | P a g e
