Argentina joined the Global Depopulation Policy in 1980 and the total fertility rate has sincedecreased from 3.4 to 2.2 children per woman. Prior to 1980, Argentina kept its total fertilityrate low by Latin American standards through illegal abortions, which ended nearly half of allpregnancies, and a high contraceptive prevalence rate of 74%. Abortion was and remains illegalin Argentina to this day.The program of covert depopulation was introduced soon after Isabel Martínez de Perón wasdeposed by the senior commander of the Argentine army, Jorge Rafael Videla, in 1976 and amilitary dictatorship took root.The program remained in place throughout the military dictatorship, which lasted until 1983, andhas continued under the democratically elected presidents that have since followed: RaúlAlfonsín (1983-1989), Carlos Menem (1989-1999), Fernando de la Rúa (1999-2001), AdolfoRodríguez Saá (2001-2001), Eduardo Duhalde (2002-2003), Néstor Kirchner (2003-2007), andthe incumbent Cristina Fernández de Kirchner.39 | P a g e
