The government of Israel began interfering with its people’s reproductive rights in 1974 and foryears conducted an asymmetrical population control policy aimed at depressing the fertility of itsArab citizens while promoting the fertility of its Jewish citizens in order to bring the total fertilityrate of its Arab citizens at par with that of its Jewish citizens and maintain a Jewish majority.Once that goal was reached, Israel then began subverting the total fertility rate of all its citizensin equal measure. As a result, the total fertility rate decreased from nearly 4 children per womanprior to 1974 to less than 3 children per woman since 1993, where the total fertility rate remainsto this day.Attesting to the strength of its democracy and the independence of the judiciary, Israel’sSupreme Court reacted immediately to my communique and banned water fluoridationthroughout the country, ordering the government to dismantle all water fluoridation installationsby the end of 2014. To date, of all the world’s democracies, only Israel has succeeded in provingthat its judiciary is truly independent and that its civil society is genuine.371 | P a g e
