Population control measures were introduced in Ghana in 1974 by Colonel Ignatius KutuAcheampong (1972-1978) and continued by his successor Lieutenant General Frederick WilliamKwasi Akuffo (1978-1979). The military government was continued by Ghana’s first president,Jerry Rawlings (1981-2001).The democratically elected governments that followed have continued with population controlmeasures under presidents John Kufuor (2001-2009), John Atta Mills (2009-2012), and theincumbent John Dramani Mahama (since July 2012).Ghana’s leadership has proceeded cautiously and has not given the UN and its affiliated NGOs afreehand to sterilize at will. That is why the depopulation lobby is pushing hard to force Ghanainto genetically modified crops and thus sterilize the people through food that they themselvesgrow.The contraceptive prevalence rate is only 30% and abortions are very rare since the law allowsabortions only under strict conditions. Abortion is in fact so rare in Ghana that only 3% ofwomen and 6% of women seeking an abortion are even aware of the legal status of abortion.298 | P a g e
