West Germany was subjected to population control measures immediately after the war and EastGermany starting in 1949. Throughout the 1940s and 1950s however, the Russians moved largenumbers of Germans out of East Germany and brought in people from the Soviet Union to dilutethe German race. On the West German side this was mirrored by a heavy influx of Turkish menwho were purportedly brought in to rebuild Germany but whose primary role was to marryGerman women and dilute the German race.The Allied Powers then allowed the fertility of West Germany’s people to recover throughoutmost of the 1960s and reintroduced covert depopulation measures in 1968. West Germanyreached replacement level fertility in 1970 and East Germany in 1971, which was obviously acoordinated and well-timed effort on the part of the occupying forces; the American, British andFrench on the West German side and the Russians on the East German side.Both West and East Germany have been at sub-replacement level fertility since 1972, which isalso the year when the combined population of the two countries began declining and has been292 | P a g e
