The time has come to bring thedepopulation effort out in the open by legislating replacement level fertility as a Global SecurityPrerogative that no person and no nation can henceforth evade, but also, and most importantly,can be pursued openly, fairly, legally and safely.This can only occur if the entire global governance structure is radically reformed and if theworld agrees on pursuing a common and sustainable future.
